If you are the discoverer of something which is NOT ALLOWED, then of course you will not want your name to be launched, but if you are the discoverer of something new and appropriate to the authorities, then you would want the promotion. It would help your career if you are known as the discoverer of X, you may even get an award. New earth's are an example, but not ones which are going to eliminate the population - unless you overall decrease the risk to appropriate limitations.
Actually, I do not think that the indiginous population would take kindly to us building bases on the Moon, Mars or anywhere else for that matter, so it will never happen.
Haha - in a deep crater you may get a nuked (bombed) by an invading species of human! At the very least, you may get bits of cast-off spacecraft aimed at your house. Even if you live on the cold dark side of the Moon that still does not make your living place safe.
No, the only safer place is underground away from the prying eyes of satellites and nosy neighbours.
We have all been trying to prod the Indians into releasing some more of their space images but I do not think the small negligable influence of the world population has any effect over the massive influence that hidden organisations have over them. I though at first that the water discovery was a rebellious act by the Indians, but I have come to the conclusion that it was all accepted as OK by their leaders and came as a planned release of information.

There are so many scientists studying images sent back from spacecraft that you would have thought that they would all be finding anomalies all the time. However, you never get scientists revealing these things because it affects their funding from the government in the future. Money talks.

I suppose the discoverer(s) may not want to be named for reasons maybe related to "secrecy", but not necessarily. Because they were investigating what would be considered an anomaly (a black splotch would be somewhat anomalous, correct?), they may have been interested in other anomalies and maybe learned something they didn't want to talk about. If they revealed their identities, people may inquire on their previous discoveries/motives. Better to avoid a problem altogether. But this is all speculation. Perhaps they simply chose not to be named. That, too, is speculation.
2)Believe there is a current NASA project to use the lava tunnels on the moon for a base.
Even a deep crater would be a safer place to construct a permanent station. Protection from some radiation, asteroid impacts, temperature variation, etcetera. Much easier to live there than on the surface of a world with minimal atmosphere.
