This isn't exactly blue rock but as you mentioned - it does appear frequently when there are strange activities going on.  Here is an example of 'blue' underneath the top layers of sand or dirt at an Iranian launch complex.

Very interesting research...if you could perhaps clarify more examples of the anomalies found 'blue' landscapes it may be easier to find a better starting point for more detailed investigation.  I understand what you refer to except I wonder if this involves more of a widespread mineral geological composition survey to identify certain locations where soil/rock mixtures were similar enough to compare over vast distances.  Strangley enough though, apparently the land composition is not really the cause for the name of the Blue Ridge Mountains.  The bluish color and haze is a result of trees releasing isoprene into the atmosphere.  It's general geology is ancient granitic charnockites, metamorphosed volcanic formations and sedimentary limestones.
However, I'm wondering how abundant 'serpentine' is and how distributed it is throughtout Earth. 
The serpentine group describes a group of common rock-forming hydrousmagnesiumironphyllosilicate ((Mg, Fe)3Si2O5(OH)4) minerals; they may contain minor amounts of other elements including chromium, manganese, cobalt and nickel.  In mineralogy and gemology, serpentine may refer to any of 20 varieties belonging to the serpentine group.  Owing to admixture, these varieties are not always easy to individualize, and distinctions are not usually made.  There are three important mineral polymorphs of serpentine: antigorite, chrysotile and lizardite.
It's just an idea but some landscapes can have the appearance of blue or blue-green as a result of these compositions in the rock and soil.  Again, I'd like to understand what could create the arial view of a bluish color; especially from an aircraft or satellite overhead.  Here are a few examples of this although I am really not sure.  I hope there are some new ideas regarding this phenomenon because I am curious as well. Thanks for bringing up the questions - I'm certainly going to try to get to the bottom of this even though I'm quite possibly totally off-track with the beginnings of a possible solution.  Cheers.

I dont know if the blue I keep seeing all over the place on Google Earth is the same blue in the song about the Ridge Mountains of Virginia, but I do know that there is at least one thread in the Google Earth forum about it here
The explanations range from forest fires caused by lightening to a natural colour produced by asbestos. Personally, I dont like any of those explanations, but there you are...

I really cannot say what the true cause of this dark blue colour in the rock at various places in GE but there does seem to me to be a correllation between this blue substance and evidence of alien habitation. This is why I dont like the explanations offered in the forum mentioned above.

Timewarp seems to think it might be Kimberlite rock which is associated with diamonds, (named after Kimberly in South Africa where the dimonds come from) however kimberlite is also found in New York state and there are no diamonds there. It could be this I suppose, but it does not feel right to me.

This image below is a good example of the overall blue colour of the surrounding rock. If anyone has any further suggestions as to what may cause this colour I would be interested to hear them.
